The reading scores are presented for four of the five boroughs in New York City, in the form of average score &amp; percentile rank of each elementary school in the four boroughs &amp; for the district intermediate schools of Brooklyn only. After a complete examination of the reading scores, a model with 27 recommendations for educating African American males is offered.
